​During the meeting of the COTER commission on 27 February members discussed the scenarios outlined in a recent communication of the Commission on the future financial framework and the possible implications for Cohesion Policy. Members reiterated their support for a strong cohesion policy for all regions, including the European Social Fund and rejected any attempt of centralisation. Two opinions on the cost of non-cohesion and the future of ESF were approved by overwhelming majority.  

COTER members also held a first discussion on the implementation assessment report on the EU Urban Agenda for which, Kieran McCarthy, EA member and Cork city councillor is rapporteur. The CoR advocate a greater role for cities in the EU institutional framework in view of the recognition of their ever growing role and influence.

Mr McCarthy emphasised the importance of empowering cities of all sizes, in particular, second cities, in order for them to contribute in a meaningful way to the EU Urban Agenda and EU policy making process. The opinion will be discussed and voted upon at the next meeting in April.
