​On 1 December the ENVE commission appointed Cllr Andrew Cooper as rapporteur on the European Commission Environmental Implementation Review (EIR).  The EIR will set up a governance process that will look at the Implementation gaps of environment legislation across Member States and strengthen compliance while identifying good practices. In the next few months  country specific reports will also be published. Rapporteurs on the so called Winter Package, that proposes revision of energy efficiency and renewable energy directives were also appointed.

During the ENVE commission members approved the opinion in the EU adaptation strategy to climate change and had a debriefing by the European Commission post COP22 in Marrakech. Councillor Andrew Cooper highlighted during the debate the central role of Local government in implementing Paris agreement and meeting global targets as well as the need for the CoR to be considered as an equal partner.
