​During the JCC Montenegro which took place in Kotor on 27 October 2014 Mr Stanisław Szwabski, President of Gdynia Assembly, co-chair of the JCC Montenegro welcomed the progress made by Montenegro during last year. Macroeconomic stability has been broadly maintained and Montenegro continues to sufficiently meet the political criteria for EU membership.
 
At the same time he is worried that shortcomings with regard to the independence and accountability of the judicial system remain a matter of serious concern and hamper the fight against corruption. The government should continue publicly promoting and supporting media freedom, avoiding any statements that may be understood as intimidation.
 
"At this context it is difficult for me to agree with the position of the President elect of the EC that our citizens need a pause from enlargement so we can consolidate what has been achieved among the 28 and a freezing the further enlargement for over next 5 years. I am convinced that this policy in long term will have negative results for EU." – said Mr Szwabski.
 
He highlighted: "I think from the perspective of the LRAs and the citizens we should keep the doors open for candidates countries. If ever one of them is ready to access before the term of 5 years we shouldn't block the opportunity to become a member of our EU family. Saying it I hope that the CoR will have the European Parliament support in this area/on this issue. I strongly encourage the European Parliament and the Council to see this issue from this perspective."
