​The European Committee of the Regions on 23 March welcomed the debate with Mr Christos Stylianides, Commissioner for Humanitarian Aid and Crisis management. On behalf of EA Group Mr Uno Silberg, Member of Kose Municipality Council pointed out that local and regional authorities are usually key participants in the management of crisis situations and thus it would be appropriate to involve them in preparing risk assessment and risk management plans.

He said that "My country Estonia will have the next presidency of the EU in the coming months and I already welcome cooperation on this issue. All goals concerning disaster prevention and disaster management can be reached at the local level. This means that LRA's need efficient resources to assure this. Municipalities want to get involved but they have to compete with better equipped organisations. The LRA need help and concrete measures to help them to contribute to risk prevention/reduction".
