Rules & Regulations
 
 
1. INTRODUCTION
The EPP Group in the Committee of the Regions is committed to promoting decentralised, two-way communication. For the past five years, it has held competitions for young Europeans in order to give them an opportunity to express opinions on the European Union and to share their views with EU decision-makers.
 
2. KEY DATES
The competition opens 15 April 2013
Submissions close at midnight 1 July 2013 (Central European Time)
The winners will be announced in July 2013
 
3. ELIGIBILITY
The EPP Group in the Committee of the Regions' illustration competition is open to citizens of EU member-states and Croatia, residing in the EU or Croatia over the age of 18 capable of creating a quality graphic design, drawing, painting, diagram, cartoon, infographic, or photograph based on the creative proposition – EU Citizenship from a local perspective
 
4. ENTRY REQUIREMENTS
 
a)    Original illustrations need to have 300dpi quality and be available upon request.
b)    In order to participate in the competition, those high quality entries should be converted into the jpeg (*.JPG) format with maximum size of 1024KB.
 
c)     Entries must be based around the creative proposition " Being a European Citizen: what does it mean to you?"
 
d)    Entries must be submitted together with a one line description of the piece. The accompanying text can be in any of the EU official languages and Croatian.
 
e)    Contributors must be the sole owner and author – only one person will be awarded the prize for the winning illustration, and they have the right to make their illustration available for the competition
f)     Contributors must confirm that they have sought the necessary permissions from any people shown in the illustration
 
5. HOW TO ENTER
 
a. Visit www.epp.cor.europa.eu and click on the rules for guidance before you start.
 
b. Upload your illustration and fill-out the e-form at www.epp.cor.europa.eu
Remember that we need your nationality and age to ensure that you are eligible to compete and your email to let you know if you have won! When you complete this form you will signify that you:
Ø    accept these rules
Ø    have obtained all necessary clearances and permissions prior to submitting your          illustration
Ø    agree to send a high quality image to the EPP/CoR if shortlisted
Ø    agree that by entering you give permission to the EPP Group in the CoR to display or used your image in publications, graphic support designs, at events and online during      and following the competition period
 
6. SELECTION PROCESS
 
a)    An internal EPP Group in the Committee of the Regions selection committee will shortlist 10 illustrations to be put to vote by the Jury.
 
b)    The Jury will be composed with representatives from the EPP/CoR Group, the European Parliament, the European Commission, the Youth of the EPP and an expert from the field will determine the winners.
 
c)     The winners of the competition will be informed by email in July 2013 together with information about how to claim their prize and, in addition may be asked to provide a photo of him/herself and a 100 word biography and/or interview.
 
7. PRIZES
 
a. The top two entries will be awarded with an iPad (first place) and iPad mini (second place) and both of them with a visit to Brussels during the Open Days- European Week of Cities and Regions in October 2013. There will be no cash alternative.
 
b. The best graphic designs, drawings, paintings, diagrams, cartoons and photographs will be used to illustrate the EPP Group book on "A vision of EU Citizenship for the year 2020". Entries could also feature in future digital and print material from the EPP Group in the CoR.

9. THIRD PARTY RIGHTS & CLEARANCES
All entries must be the original work of the entrant and must not infringe upon the copyrights, trademarks, rights of privacy, publicity or other intellectual property or other rights of any person or entity. If the entry contains any material or elements that are not owned by the entrant and/or which are subject to the rights of third parties, the entrant is responsible for obtaining, prior to the submission of the entry, any and all releases and consents necessary to permit use and exploitation of the entry by the EPP Group in the Committee of the Regions in the manner set forth in the Official Rules without additional compensation. If any person(s) appearing in any film is (are) under the age of majority in their state of residence, the signature of a parent or legal guardian is required with each release. All signatures must be original.
 
10. SPONSOR'S RIGHTS TO DISQUALIFY
At any time during the competition, the EPP Group in the Committee of the Regions reserves the right at its own discretion to refuse, disqualify and remove any entry that: a) potentially or actually infringes any third party's copyright(s), trademarks, contract rights, or any other intellectual property rights of any third person or entity, or violate any person’s rights of privacy or publicity b) contains any unauthorised, obscene, unlawful or objectionable material or any sexually explicit, disparaging, libellous or other inappropriate content. c) any entry that it believes does not fall within the entry requirements in these Official Rules.
 
11. ENTRANT PERMISSIONS
a. By participating in this Competition, entrants agree that both during the Competition Period and following its completion, the EPP Group in the Committee of the Regions is authorized to display the illustrations on the EPP Group in the Committee of the Regions website, publications, or on any and all other media in connection with the Competition and at events to promote wider awareness of its work.
 
b. By participating in the Competition, entrants grant permission to the EPP Group in the Committee of the Regions to use their names, biographical information and illustrations in connection with the Competition and for any and all advertising, publicity and promotional purposes relating to the Competition without additional compensation, unless prohibited by law. Participants also agree that personal data including: name, age, home address, phone number, and email address may be collected, processed, stored and otherwise used for the purposes of conducting and administering the Photo competition.
 
c. As a condition of entering your illustration, you will be granting the EPP Group in the Committee of the Regions: i) the right to display your illustration, on the EPP Group in the Committee of the Regions website or on any websites owned or operated by or on behalf of the EPP Group in the Committee of the Regions or any of its related or affiliated contacts, and on any website owned or operated by or on behalf of the EPP Group in the Committee of the Regions; ii) the right to use your illustration to create graphical support or other visual material by or on behalf of the EPP Group in the Committee of the Regions; and/or (iii) the right to use your illustration at events to promote wider awareness during and following the Competition Period.
 
12. INTERNET
The EPP Group in the Committee of the Regions is not responsible for technical failures of any kind or any problems or delays arising from any technical, software or equipment malfunctions, computer viruses, congestion or unavailability of the Registration Site during the Contest Period, any other technical, equipment or human errors of any kind, or any damage or alteration to your film that may occur in connection with the uploading or display of the entry. If the EPP Group in the Committee of the Regions determines in its sole discretion that there is any suspected or actual evidence of electronic or non-electronic tampering or fraud relating to any portion of the Contest, or if technical difficulties compromise the integrity of the Contest, the EPP Group in the Committee of the Regions reserves the right to cancel, terminate, modify or suspend the Contest, in whole or in part, at any time without notice.
 
13. LIMITATION OF LIABILITY
The EPP Group in the Committee of the Regions is not liable against any and all claims, liabilities, costs, damages and expenses of any kind arising out of or relating to their participation in this Contest, their use or acceptance of any prize, the use by the EPP Group in the Committee of the Regions of any illustrations submitted by entrants and/or any actions or decisions of the EPP Group in the Committee of the Regions in connection with the conduct and administration of this Contest. Entrants hereby waive any right to seek injunctive or other equitable relief in connection with any claim against the EPP Group in the Committee of the Regions.
