​​​​​​​On 25 June 2019, the 24th CIVEX commission took place. The opinions discussed concerned better regulation, an action plan against disinformation, 2019 enlargement package, and the regions and cities contribution to the development of Africa.

During the meeting, members of the CIVEX commission appointed Ms Mireia Borrell Porta, Director-General for External Relations in the Government of Catalonia​ as rapporteur for the opinion on establishing a permanent dialogue with citizens. The draft opinion will first be discussed at the CIVEX commission meeting in December with a view of being adopted at the CoR Plenary session in May 2020. 

Better regulation hopes to ensure that EU legislation will do more good than harm and hopes the CoRs close ties with local communities can help in this regard. Action plan against disinformation hopes to address the persisting issue that is a threat to all member states whilst not compromising on EU values on ​free speech. 

The 2019 Enlargement package addresses the annual Commission enlargement package, specifically highlighting the importance local and regional actors can play in advancing development in potential enlargement states. 

Finally, Regions' and Cities' contribution to the development of Africa aims to address a European Marshall Plan for Africa, hoping that solid investment in the countries of origin will help lower the levels of illegal migration across Europe.​
