​During the debate with Mr Günter H. Öettinger Commissioner for Digital Economy and Society organised as a part of the Plenary Session Cllr Kieran McCarthy, EA coordinator for SEDEC commission that it is highly important to safeguard of local and regional specific content in the new Digital age. "Sometimes I feel that regardless of what media I look at whether its television, radio and internet it seems to be full of American based content. While this is entertaining there needs to be room for locally produced programmes and the European Commission needs to facilitate it." – Cll McCarthy said.
 
He also called for more cross-generational development of digital literacy and larger access to good quality networks in all areas for all. "There are still the schools in our communes and seniors who have not access to the internet. We can't only think about businesses and platforms but we should think about all our citizens in equal way. This is what I would refer to as a citizens led digital agenda"-he highlighted during the discussion.
