At its October plenary, the European Commission of the Regions held a debate on the European Pillar of Social Rights. EA Group member Declan McDonnell highlighted the crucial role of local and regional authorities in reaching the objectives of the European Pillar of Social Rights.
"The European Pillar of Social Rights is one of the EU's most ambitious commitments," he said. "It's a promise that Europe is more than a single market – it is a Union striving for fairness, equality, and inclusiveness for all."
However, he warned that transforming these principles into practice remains a major challenge, especially for local and regional authorities. According to McDonnell, local governments often lack the resources and flexibility on the EU's ambitions and at times feel that the EU does not have their back. He therefore called for a stronger partnership across all levels of governance, stressing that the Social Pillar will only succeed if implemented from the bottom up.
McDonnell also highlighted two urgent priorities facing the EU: housing and the rights of people with disabilities. He concluded by referring his November 2024 opinion on territorial equality and access to services, reminding the plenary: "As this house said last November, we must ensure that the EU's digital transition is truly inclusive. No one can be left behind, including those with learning difficulties, disabilities or older citizens."
