At the invitation of Emil Drăghici, President of the Association of Communes of Romania, EA Group 1st Vice President Tadeusz Truskolaski participated in the 29th Ordinary Session of the General Assembly of the Association, held on 9–10 February 2026.
The event was of exceptional importance, gathering representatives of the highest state authorities, local government leaders, and experts from across Romania. The session provided a valuable platform for dialogue on the future of local governance and the strategic direction of administrative reform.
Discussions focused on the future of Romanian local governments, administrative reform, and the key challenges currently facing municipalities and communes. These issues strongly resonate beyond national borders and are equally relevant to Polish cities — including Białystok.
In his address, Mr Truskolaski emphasized that a strong Europe begins with strong local governments. It is at the local level that the majority of European policies are implemented — particularly in areas such as transport, environmental protection, education, and digitalization. Empowered and well-resourced municipalities are therefore essential for delivering tangible results to citizens.
Drawing on the experience of Białystok and the Białystok Functional Area, Mr Truskolaski highlighted how EU funds translate into concrete investments and measurable improvements in residents' quality of life. From infrastructure development to sustainable urban projects, local governments play a pivotal role in transforming European support into visible community benefits.
The General Assembly also provided an excellent opportunity to exchange experiences and strengthen cooperation between Polish and Romanian local governments with Cosmina Pandele, Mayor of Berceni et Mr Gheorghe Damian, Mayor of Ciugud. Both also Members of the EA Group. Such dialogue reinforces mutual learning, fosters innovation, and contributes to building lasting partnerships within the European local government community.
