On 17 September 2010, during the CoR seminar on the Future of TEN-T policy and transport corridors in Europe,  Mr Krochmlal moderates the session on the implementation challenges of TEN-T. This session takes stock of the difficulties in implementing TEN-T projects, particularly funding problems and the lack of consistency between existing financial tools, along with the obstacles linked to projects' governance. He said: "To date, the priority projects of TEN-T are far  to be finalised, and the dates fixed for the completion of these projects all are exceeded. The main challenge concerning the implementation concerns before all financial questions, particularly acute in economic crisis period, when the national and regional budgets are in decrease. Local and regional authorities support rail because its one of the most environmentally friendly transport modes. It constitutes a good alternative to road transport, in particular in those congested sections of the network that cause acute problems in terms of noise, emissions, clogged up roads, delays, rapid road deterioration and high maintenance costs for the regions where they lie. Dedicated rail corridors should have the less possible impact on passenger traffic". "Local and regional authorities should be consulted on the implementation of the measures proposed in accordance with its role in applying the relevant transport-related legislation and providing an adequate regulatory and planning framework for the intended actions. At the local and regional level there is an increasing awareness of the need to protect the environment without impeding economic growth and integration with the most dynamic areas of the European economy"he added.
