Dr Saima Kalev, Member of Jõgeva Rural Municipality Council, and EA rapporteur on the Package “Clean Power for Transport: A European alternative fuels strategy”, held on 22 April 2013 a stakeholder consultation in the Committee of the Regions' premises. Dr Kalev and her expert exchanged their ideas with the representatives from local and regional authorities, car manufacturing industry and various associations. During the discussions it has been pointed out that some clarifications are needed in relation to the Commission`s proposal, especially regarding the issue of financing, the short deadlines for transposing the Directive into national legislations and the mandatory targets of recharging and refuelling points.
When it comes to setting mandatory targets for recharging points for electric cars, the Rapporteur stresses that differences between urban, rural areas and scarcely populated areas must be underlined and that Member States should be given enough flexibility in defining the number of recharging points  in order to better take into account of the local conditions.
