Truskolaski First VP.JPGAn economist with a postdoctoral degree, Mr Tadeusz Truskolaski studied at the University of Gdańsk and obtained his PhD in economics from the University of Warsaw. He is currently an Associate Professor at the University of Białystok and has authored over 110 academic publications.

Mr Truskolaski has served as an adviser to the Minister of Regional Development and worked at the Government Centre for Strategic Studies on the National Development Strategy and the Operational Programme for the Development of Eastern Poland. He also headed the Department of Regional Policy at the Marshal’s Office.

In 2006, he was elected Mayor of Białystok and has held this position continuously to this day.

At the national level, Mr Truskolaski actively participates in the work of organisations such as the Union of Polish Metropolises (Unia Metropolii Polskich im. Pawła Adamowicza), which brings together the 12 largest metropolitan cities in Poland. He has served as its President since 2019. He is also a member of the Board of the Association of Polish Cities (Związek Miast Polskich), which represents over 80% of Polish municipalities.

Mr Truskolaski has contributed to the work of the Ombudsman’s Expert Commission on drafting the Framework for the Spatial Planning Act. Additionally, he represents local authorities in the Monitoring Committee for the National Recovery Plan’s development strategy and the Subcommittee on Green and Smart Mobility. He is also a member of the Programme Council of the National Institute of Local Government, which addresses challenges faced by local and regional authorities.

  • Boosting start-ups and scale-ups in Europe: regional and local perspective (CDR-0032-2017)
  • Green Paper "Building a Capital Markets Union" (CDR-1184-2015)
