The 8th meeting of the Committee of the Regions' Working Group on Ukraine underscored the pivotal role of local and regional governments in Ukraine’s EU accession process. Despite the ongoing war, Ukrainian local and regional authorities continue to implement reforms aimed at meeting EU standards, including strengthening governance, enhancing public services, and promoting transparency. These efforts are crucial for Ukraine’s deeper integration into the European Union.
Representing the European Alliance (EA) Group at the meeting, Cllr Kieran McCarthy (Cork City Council, Ireland) stressed the importance of housing measures for migrants. McCarthy highlighted the challenges faced by Ukrainian refugees seeking to return to Mariupol, many of whom are unable to find accommodation or remain under EU temporary protection. He noted, “I have met Ukrainian refugees in my hometown in Ireland who wish to return to Mariupol but are unable to, either due to the lack of housing or because they are still under EU temporary protection. However, Ireland, like many other Member States, is facing a severe housing crisis. It is crucial to send a clear message that EU temporary protection measures must remain in place beyond next April.”
Cllr McCarthy’s intervention underscores the interconnectedness of local and regional issues with broader EU policies. As Ukraine advances on its EU accession path, the resilience and adaptability of its local governance structures will be key to embedding European values across every level of society.
