At a meeting of the the CoR's Conference of Presidents and Herman Van Rompuy, President of the European Council, EA group 1st Vice President, Dr Uno Silberg, asked the Council President to see how jobs and growth initiatives could be focussed at a local and regional level.  To date much of the focus has been on the National level but there is also a need to think local.  Dr Silberg emphasised the need of a better balance between austerity measures and job creation measures.

Dr Silberg also presented and outlined the EA group's Łubianka declaration: Renewable Energy – From Policy to Reality, which was agreed by the EA group in Łubianka, Poland on the 15th May 2012. He recognised that the Council President has placed great emphasis on renewable energy, and this declaration reinforced the possibility to reduce our energy imports, its positive impact on the environment, but it also can create 'green jobs' at a time when the European Union needs it most.
