During the COTER seminar on "The impact and leverage effect on territorial cohesion of the Connecting Europe Facility" which took place in Valencia, Spain, Mr Brian Meaney, EA coordinator for COTER commission raised the issue of project selection process. If ther is competition between the project proposals and also using the application of a "use it or loose it" principle, many local and regional level authorities will not have the required expertise to successfully participate in these activities, especially when it comes to the use of innovative financial instruments. He asked the European Commission how it intends to tackle this problem. The solution may be to offer better capacity building within local and regional authorities.
