At the ECON commission meeting on the 27 February 2015 Mr Tadeusz Truskolaski, President of Białystok was allocated an opinion on Green Paper on Capital Markets Union. Capital Markets Union is a key issue which is highly relevant in the debate surrounding the financing of SMEs and growth, as well as in relation to the completion of the single market.

Mr Truskolaski said: "Building a Capital Markets Union is a key initiative in the work programme of the Commission. It would ensure greater diversification in the funding of the economy and reduce the cost of raising capital, particularly for SMEs. More integrated capital markets, especially for equity, would enhance the shock-absorption capacity of the European economy and allow for more investment without increasing levels of indebtedness. A Capital Markets Union should enhance the flow of capital. The COR has repeatedly argued that SMEs are the backbone of the economy in Europe's regions and highlighted that they have created around 85% of new jobs in the past five years, in addition many of its opinions emphasise the need to improve access to finance for SMEs. The CMU is an innovative proposal to do just that and thus boost growth Nasi w Europie. Prezydent Białegostoku został sprawozdawcą KRand job creation".
